CASA 1000 Project – full owner’s engineering services for the two-terminal HVDC converter stations in Pakistan and Tajikistan and a 500 kV HVDC Line via Afghanistan

CESI is providing Owner’s Engineer Services related to the construction of two HVDC converter stations in Tajikistan and Pakistan and the ±500kV HVDC transmission line between them. This is a crucial part of the $1.2 billion CASA-1000 project, the biggest energy project in Central and South Asia, which will enable the transmission of electricity from hydro generation plants in Kyrgyzstan and Tajikistan to final consumers in Pakistan, via Afghanistan. The interconnection represents a cornerstone of the Pakistani government’s strategy to meet its increasing demand for electricity and will allow Kyrgyzstan and Tajikistan to profit from their surplus energy.

CESI will support the TSOs of the three countries, supervising the construction of the HVDC power connection including two HVDC converter stations and the 800km DC line crossing Tajikistan, Afghanistan and Pakistan, with an export capacity of up to 1,300MW of electricity.

CESI’s consultancy services include:

  • Project management
  • Design review of converter stations and overhead transmission lines
  • Detailed engineering quality control
  • Review of contractor’s works and design
  • Monitoring of environmental management plan
  • Monitoring of socio-economic impacts
  • Factory inspections and acceptance test
  • Supervision of installation and construction works
  • Site test and commissioning
  • Knowledge transfer

Under a parallel USAID-supported project, CESI is helping the CASA-1000 Secretariat to identify the best way to operate the Interconnector.
